Sommet du G20
L’inaudible voix africaine
Portée sur les fonts baptismaux il y a une trentaine d’années, la réunion annuelle du club des pays riches avait sans conteste pris un coup de vieux. Et à entendre un spécialiste des arcanes des institutions financières internationales, ce cercle de pays riches était devenu trop étriqué, trop occidental, trop cossu, car, au départ, l’Asie n’y était représentée que par le Japon, et l’Afrique ainsi que l’Amérique latine absentes totalement de ce club.
Avec l’irruption sur la scène financière internationale du Brésil, de l’Argentine, de l’Afrique du Sud, de l’Inde, de la Chine, ce club assez fermé au départ n’avait d’autre choix que de les accueillir en son sein. C’est ainsi que, de six pays membres en 1975, nous en sommes à ce jour à 20, qui forment les vingt grandes puissances économiques à l’échelle mondiale. Ce sont ces 20 grands, qui totalisent à eux seuls 87% des richesses mondiales, qui se sont retrouvés pour 48 heures à Londres, la capitale britannique.
Réforme du FMI et du système financier, paradis fiscaux, plan de relance de l’économie mondiale, prêts aux pays pauvres, telle a été la liste des sujets inscrits au menu de ce sommet de Londres.
Dans la très belle capitale britannique donc, à côté des huit nations les plus riches et de l’Union européenne, onze pays dits émergents (Brésil, Russie, Inde, Chine, Afrique du Sud, Arabie Saoudite, Argentine, Australie, Corée du Sud, Indonésie et Mexique) ont beaucoup disserté sur les moyens d’accroître les finances du FMI afin qu’il puisse venir davantage en aide aux pays en difficulté. Pour ce faire, les Européens ont décidé de mettre 75 milliards d’euros à la disposition de l’institution que dirige le socialiste français Dominique Strauss-Kahn pour soutenir les économies les plus touchées par la crise.
Les 27 pays qui forment l’UE entendent même faire une rallonge en revoyant leur enveloppe à la hausse si toutefois d’autres dinosaures du G20 tels les USA et la Chine consentaient, eux-aussi, à délier davantage les cordons de la bourse. Cependant, entre les Américains, qui réclament une relance plus vigoureuse des économies, et les Européens, plus préoccupés par la régulation financière, les pays émergents ont, quant à eux, insisté sur une réforme de la gouvernance du FMI, afin d’obtenir un peu plus de marge de manœuvre au sein de cette institution.
C’est également la position défendue par la Chine qui, en dépit de sa force de frappe économique, et de son atout démographique, a au sein du FMI le même poids que ce petit poucet qu’est la Belgique : un quota de 4%. Mais, d’ores et déjà et en attendant l’intournable communiqué final qui sanctionnera la rencontre, avant de quitter Londres, le G20 semble avoir réussi le nécessaire compromis sur certaines questions qui fâchent telles celles concernant justement le Fonds monétaire international, lequel, divine surprise, pourrait obtenir trois fois plus que ses moyens actuels, soit 750 milliards de dollars pour ses actions.
Concernant les paradis fiscaux, qui sont sources de gorges chaudes de l’autre côté de l’Atlantique, il semble bien qu’une liste est en cours d’établissement avec à la clé quelques sanctions bien dissuasives. Comme elle l’avait réclamé à cor et à cri, voire en avait fait une revendication, l’Afrique, le berceau de l’humanité, a été mieux représentée à ce sommet qu’au précédent rendez-vous à Washington le 15 novembre dernier, où seule l’Afrique du Sud avait été conviée.
Pour le sommet de Londres, l’organisation continentale qu’est l’Union africaine a reçu un carton d’invitation, même si, par ailleurs, par de subtiles manœuvres, l’incontrôlable Kadhafi, pourtant président en exercice de l’UA, a été soigneusement évité. A Londres, ce sont Galema Motlante, le président sud- africain, le Gabonais Jean Ping de l’UA, Méles Zénawi, président du NEPAD et Premier ministre d’Ethiopie ainsi que le Rwandais Donald Kaberuka, président de la BAD, qui ont porté la voix du continent.
Mais parce que ceux-ci représentent un continent qui reste modeste économiquement parlant pour ne pas dire un nain économique en dépit des prodigieuses richesses dont regorge son sous-sol, les princes qui dirigent le monde se sont ont-ils vraiment donné la peine de prendre de leur temps pour écouter d’une oreille attentive leurs supplications et leurs appels au secours d’un « berceau de l’humanité » au creux de la vague ?
Le doute est permis, pour ne pas dire que la voix du continent noir y a été inaudible, même si, pour certains qui font montre d’optimisme à toute épreuve, ces dernières années, l’Afrique affiche des résultats probants qui méritent d’être reconnus et qui justifient amplement sa montée en puissance dans les institutions internationales. A titre d’exemples, assènent-ils, l’inflation a été maîtrisée dans la plupart des pays d’Afrique, qui ont réalisé d’importants sacrifices pour réduire leur endettement, et la croissance du PIB s’est établie entre 6 et 7% par an.
En dépit de tout cela, certains économistes estiment que les perspectives en termes de développement ne sont pas bonnes pour le continent africains, l’Afrique ayant, selon eux, « raté le tournant pour presque un siècle, car elle est restée accrochée à des valeurs anciennes et ses dirigeants, qui n’ont pas fait preuve d’anticipation, n’ont pas su mettre en place des conditions macropolitiques viables ».
Même si de tels arguments puent l’afropessimisme, ils semblent n’avoir pas totalement tort, ceux qui propagent de telles « vérités » et ce, d’autant plus qu’à entendre l’ONG Oxfam, la probabilité est forte que l’aide publique au développement subisse très prochainement des coupes claires en raison de la crise financière et des menaces de récession, qui planent sur certaines économies occidentales. Ainsi donc l’aide pourrait fondre comme neige au soleil si ce n’est fait déjà !
Mais qu’a fait l’Afrique pour mériter un tel sort ?
Véritablement, comme l’a laissé entendre le patron du FMI, Dominique Strauss-Kahn, ce n’est pas seulement un devoir moral, mais une obligation historique pour le monde développé de soutenir les pays en développement et particulièrement l’Afrique. Mais il se dit préoccupé par le fait que l’Occident ne soit pas bien équipé pour écouter la voix de l’Afrique.
Une préoccupation qui pourrait être un drame pour tout un continent.

Mais qu’a fait l’Afrique pour mériter un tel sort ? : c’est de demeurer toujours idiote et ne compter que sur des produits d’exportation brut sans valeur ajoutée. C’est aussi de laissez ses dirigeants être de grands enfants devant le plus insignifiant expert du Nord.
Que fait l’Afrique pour éviter un tel sort ? Rien du tout !!! Les dirigeants sont préoccupés à voler et cacher les deniers publics. Ils laissent tout se foutre en l’air (école, santé, agriculture, etc.). La jeunesse n’a rien à faire et devient de plus en plus alcoolique, droguée, etc. Cette jeunesse-là risque sa peau dans de vieilles pirogues au dessus de l’Atlantique où elle se noie et finit comme festin pour les requins.
Que fait l’Afrique pour se soustraire d’un tel sort ? Rien non plus !! l’Afrique et ses dirigeants sont occupés à fêter des cinquentenaires de prise du pouvoir. A falcifier les constitutions.
L’Inde n’a pas été colonisée ? Oui, par l’Angleterre. Mais l’Inde et ses dirigeants ont su très tôt prendre leurs responsabilités pour leurs propre développement. Ils ont été très tôt conscients, même s’il y a encore des pauvres là-bas. Ils n’acceptent pas des directives imposées pour leur progrès, ni les projets clé en main comme les pauvres et idiots d’africains à la petite cervelle de 2 grammes.
Continuons à tendre la main. Dommage mon cher My-op, et c’est ce qui risque de demeurer encore pour le siècle des siècles pour ces pauvres africains. C’est-à-dire tendre la sébile malgré qu’il ait le continent le plus riche du monde, se faire des guerres inutiles pour que les vendeurs d’armes s’enrichissent, se faire des tueries sur des bases ethniques dans les différents pays, rester idiots et bêtes à tel point de croire qu’un sacrifice d’organe humain peut rendre riche en dehors du travail et de l’honnêteté.

L’Afrique n’a rien fait pour mériter son sort . Elle a juste laisser ses dirigents incapables decider de son sort . Napoléon avait vu l’interêt de l’école . Il suffit d’avoir de bons économistes pour sortir l’Afrique de sa pauvreté . C’est l’intellect qui fait le developpement . Et à defaut il faut être intègre et se laisser aider par les intellectuels autour de soi.

Nous ne devons pas dire qu’est ce qu’on a fait pour mériter ce sort ? Mais plutôt qu’est on a pas fait pour être dans cette situation ? Tant que nous ne poserons pas des actes forts, notre voix sera toujours inaudible. L’esclave qui ne fait rien pour sortir de sa situation mérite ces chaînes. il faut arrêter de tendre la main et penser à agir.
Je suis convaincus que nos dirigeants sont contents. Car au lieu de se concerter et travailler afin de définir des mesures idoines (Bonne gouvernance, immuabilité de nos constitutions, prise en charge des problèmes sociaux...) pour faire face à la crise financière internationale, ils attendront béatement l’annonce faite par le G20, autorisant le FMI de vendre leurs reserves d’or pour venir à leur secours.
Encore faut-il que cette aide ne soit détournée de sa destination à leur profit personnel et familial.
Alors, à quand la fin du « gariboutage » de nos chefs d’Etats.
C’est en recherchant l’impossible que l’homme a toujours reconnu et réaliser le possible ;et ceux qui se sont toujours sagement limités à ce qui les paraissait possible n’ont jamais avancé d’un pas. Nous méritons les dirigeants que nous avons.
Les pays les plus pauvres de la planète doivent aussi se réunir pour créer un groupe ou plutôt un club qu’on va appeler le club des 20. Je préfère le mot club parce que socialement il est plus rassembleur que le mot « groupe ». Ce club des 20 aura la tache d’être le porte parole des pauvres. Car les pays dits riches nous aident certes, mais ils ne savent pas aider. L’aide véritable comme disait sankara est celle qui va nous aider à ne plus dépendre de l’aide. Et comme le groupe des 20 l’a si bien défini la croissance pour être durable doit être partagée. Alors habitants des pays pauvres unissez vous. Car nous avons tous droit au développement et à la croissance.
