La voix du canard pour calmer les impatiences
Au siège de l’Observateur où elle s’est rendue dans l’après-midi du mardi 16 juin 2009, une délégation du Millenium challenge account (MCA) BF a présenté les grands axes du programme d’aide américaine à la lutte contre la pauvreté au Burkina Faso. Occasion pour le coordinateur du Fonds, Bissiri Joseph Sirima, de solliciter le soutien du journal pour une meilleure information sur le projet, toujours en étude, une année après la signature de son accord.
Quand le premier responsable d’un projet de développement débarque, un après-midi, accompagné de tout son staff, au siège d’un journal, c’est que l’urgence prime sur la courtoisie à propos de l’objet de la visite.
Quelque une année après l’obtention, hautement médiatisée, du plus grand accord financier jamais signé par le Burkina Faso, des interrogations de toutes sortes fourmillent dans les esprits face aux projets qui « tardent à se concrétiser ». Tant la subvention américaine, le Millenium challenge account (MCA), suscite de réels espoirs dans la lutte contre la pauvreté au Pays des hommes intègres.
Face à cette impatience manifeste, l’équipe burkinabè de pilotage de l’initiative de l’ancien président George Bush a entrepris la ronde des rédactions. « Nous avons décidé de faire le point avec les organes de presse afin de leur expliquer le contenu du Compact que nous avons signé il y a de cela un an bientôt », a d’abord expliqué le coordonnateur du MCA-BF, Bissiri Joseph Sirima, au cours de l’entretien avec le directeur de publication de l’Obs., Edouard Ouédraogo, et de ses collaborateurs.
La raison de ce tour des médias ? Solliciter la voix des canards pour rassurer les populations qui, jusque-là, ne voient rien sortir de terre : « Les populations sont dans une grande attente. Tout le monde est impatient de voir les premières pelletées de terre et les premiers coups de pioches. C’est pourquoi nous sommes venus pour que vous nous aidiez à faire surmonter toutes ces attentes », a ensuite indiqué l’hôte de la soirée.
Doté d’une enveloppe financière de 240 milliards de francs CFA, pour une durée de 5 ans (2009-2014), le Compact est le vaste programme d’investissements socio-économiques du Millenium challenge corporation (MCC), une agence gouvernementale des Etats-Unis dont le fonds, le MCA, est destiné à quatre projets : la sécurisation foncière, le désenclavement, le développement agricole et le BRIGHT 2 (scolarisation des jeunes filles).
Conclu en juillet de l’année dernière, l’accord de subvention concerne quatre régions (la Boucle du Mouhoun, les Cascades, le Sud-Ouest et les Hauts-Bassins), soit 47 communes rurales.
Il ressort du bref exposé du chef de la délégation que la procédure de décaissement des allocations est soumise à des conditions tout aussi complexes que celles qui donnent droit à son accès : passation des marchés assurée par des cabinets internationaux, contrôle du congrès américain, audit trimestriel…
Autant de gages de bonne gestion mais aussi de facteurs qui expliquent la lenteur apparente que constatent actuellement bien des personnes dans la concrétisation des projets. « Mais, rassure le coordonateur du MCA, 2010 marquera le début de la construction des routes ».
