Présidentielle au Togo

L’opposition piégée par le mode de scrutin

A deux mois et demi de la présidentielle, les acteurs politiques du Togo se sont de nouveau rendus au palais présidentiel de Kosyam hier 14 décembre 2009. Il s’est agi pour eux de trouver avec le facilitateur, Blaise Compaoré, une solution à la problématique du mode de scrutin : sera-t-il à un ou deux tours ? Faute d’accord, le chef de l’Etat burkinabè leur a donné rendez-vous dans une semaine.

« Lisez ceci, nulle part il n’est mentionné que le mode de scrutin doit être changé... », paroles de Pascal Bodjona, ministre de l’Administration territoriale et cacique du RPT, le parti présidentiel, montrant à Me Djodji Apévon, président du CAR, un passage de l’Accord politique global, signé à Lomé le 20 août 2006. Alors que la révision des listes électorales a débuté hier 14 décembre, notamment au sud du Togo, le mode de scrutin demeure l’hypothèque majeure qui peut troubler le déroulement du processus électoral. Les articles 59 et 60 de la Constitution togolaise de 1992, remaniée en 2002, stipulent que le président de la République est élu au suffrage universel direct et secret pour un mandat de 5 ans. Cette élection a lieu au scrutin uninominal à un seul tour. C’est sur cette dernière disposition que tout achoppe.

Solitoki Esso, le secrétaire général du RPT et porte-parole de la délégation du pouvoir, dira, au sortir de la rencontre avec le facilitateur, que : « Sur le mode de scrutin, les uns et les autres se sont opposés, il n’y a pas eu d’évolution, et le facilitateur a proposé qu’on suspende et qu’on revienne la semaine prochaine... nous ne voyons pas la nécessité d’aller aux deux tours...

les dispositions de la Constitution sont claires, c’est un seul tour... le premier tour ne remet pas en cause la transparence du scrutin, elle n’est pas une garantie de légitimité... des présidents ont été élus à deux tours avec des scores étriqués... »

Or, apparemment, la participation de l’opposition à la présidentielle semble, au fil des jours, liée à ce mode de scrutin, ce qui est perceptible dans ces propos de Me Djodji Apévon, président du CAR et porte-parole de la délégation de l’opposition :

L’opposition est-elle piégée par ce mode de vote ?

Elle aurait le mentionner lors de la signature de l’APG, car, à deux mois et demi du scrutin, n’est-il pas trop tard pour exiger qu’on revoie une telle clause constitutionnelle ? Que nenni, selon Jean-Pierre Fabre, qui a laissé entendre que « rien n’est tard, si c’était tard, le facilitateur ne nous aurait dû pas donné rendez-vous dans une semaine ».

Après la guerre au sujet du président de la CENI, laquelle, s’est soldée par l’élection du « moindre mal » qu’est Issifou Tabiou, voici venue celle du mode de scrutin qui elle, semble insoluble, tant l’enjeu est fatale, résumé en ces mots par Me Apevon : « Le mode de scrutin pose la problématique de la conservation ou de la conquête du pouvoir ». Conservation pour le pouvoir et conquête pour l’opposition ?

c’est la mediation elle même qui est défaillante car l’opposition etait sous pression lors des premieres negociations au temps du "darfourien" YIPENE BASSOLET.LA PRESSION A TELLEMENT ETE FORTE QUE L’OPPOSITION A SIGNe LES ACCORD SE DISANT QU’elle NE POUVAIENT PAS TOUT AVOIR A LA FOIS MAIS elle avait ESPOIR QUE LE FACILITATEUR allait RESOUDRE CE PROBLEME PAR LA SUITE.comme ce rigolo de GUIRMA l’a dit, BLAISE ne sera jamais "un docteur ès crise".notre falcificateur pardon "facilitateur" a intérêt à dire à cet avorton de "faure" qu’il n’est pas fort et que s’il veut le prouver qu’il laisse les togolais faire l’election à deux tours.

En quoi l’election à 2 tours est -il meilleur que l’élection à un Tour ? Les 2 systèmes ont des avantages et des inconvenients. Le merite de l’election à un tour c’est qu’il ne donne pas lieu à des tractation et report de voie qui parfois donne des résultats "illogique", son inconvenient c’est q’en cas de multiplicité cadidatures le premier se retouve avec un score loin des 50,x% c’est àdire la majorité absolue. L’avantage du 2è tour est que le vainqueur au 2ème tour à la majorité absolu mais son incovenien c’est que quelqu’un avec 45% au premier tour peut être batu au deuxième tour par son suivant qui n’a eu que 22% au 1er tour du fait de coalition multiple hétéroclite ce qui parfois abouti à une instabilité du fait de discordance futures dans la coalition. L’essentiel est que le mode de scrutin soit consensuellement accepté par la classe politique car que ce soit un tour ou deux tours il y’a des avantages et inconvenients.

l’opposition n’est pas piegée par le mode de srutin car quand tu es opposant il faut analyser loin souvent ça fait du bien encore .quelque soit le mode de srutin je pense cela n’arrange personne car ça des aventages et inconvenients ensmble donc ils ne sont pas piegée c’est ça aussi la politique il font la comprendre.

« Le mode de scrutin à deux tours doit être rétabli pour que la justice puisse prévaloir... il serait difficile d’aller à la présidentielle avec ce mode scrutin ...la semaine prochaine, nous allons demander et réclamer le rétablissement de ce mode de scrutin ». De quelle justice parle Me Djodji Apévon, le porte parole de l’opposition togolaise ? D’une justice qui viole la constitution ? Non ! S’il est vrai que cette disposition ne figurait pas dans l’accord politique global de Lomé je pense que l’opposition cherche des épingles dans une botte de foin. Je suis d’accord que ce mode mathématiquement ne les arrange pas en ce sens qu’il ne leur donne pas la chance de se coaliser en cas de ballotage au 1er tour mais ce n’est pas aujourd’hui qu’il faut faire une telle revendication. Vous avez laissé tirer le vin, reste maintenant à chercher une bonne manière de le boire par exemple en présentant un candidat unique. Bon vent !

L’opposition veut une élection démocratique ou une élection à plusieurs tours ?Vraiment je ne comprends pas ces gens.Ils sont d’ailleurs trop divisés.Même si c’est à deux tours ils se trahiront car au second tour certains se mettront drrière Faure.C’est parce qu’ils sont incapables de désigner un seul candidat qu’ils sont entrain de crier au hasard.Même si c’est à 20 tours si y a pas de transparence le resultat ne changera pas. Ce qu’ils demandent est constitutionellement inpossible alors que faire ? Le pouvoir de son ^côté dit que s’il faut changer le mode du scrutin il fera appliquer la clause limitative d’âge.
