Pension des anciens combattants
"Je ne va jamais comprendre ça"
La revalorisation des pensions des anciens
combattants burkinabè est aujourd’hui une réalité palpable. Le 12 mai 2004, la Trésorerie de France à Ouaga a commencé le payement de ces anciens soldats.
Ce 12 mai 2004, dès 7 heures, les gendarmes étaient les maîtres des lieux à la Trésorerie de France et à la maison du Combattant. Seuls les membres du personnel, les anciens combattants concernés par le payement, et quelques privilégiés pouvaient y pénétrer après avoir montré toutefois patte blanche.
L’habitude étant une seconde nature, les anciens de la guerre d’Algérie et d’Indochine s’étaient présentés directement à la Trésorerie. Erreur ! Le gendarme de faction, avec une courtoisie qui sied à l’âge des visiteurs, les orientai vers le siège de l’Association des anciens combattants, reconnaissable grâce aux deux vieux canons, qui servent plutôt de décoration que d’outils de défense, installés de part et d’autre de la porte d’entrée. A l’intérieur de cette bâtisse, il y avait une foule constituée pour la plupart de personnes du 3e âge : anciens soldats, veuves et personnel de la maison. Les vieux guerriers, pour la plupart étaient agglutinés devant un tableau sur lequel ils relevaient leur numéro de pension, leur groupe et la date de payement. Munis de ces informations, un bout de papier leur était remis, qui leur permettrait d’avoir accès à la Trésorerie de France afin d’être payés. Relever ces informations n’était pas chose aisée pour ces vénérables vieillards, car pour la plupart ils sont analphabètes. Ceux qui ne le sont pas tenaient difficilement debout, et leur vue n’est pas des plus fidèles. Le délégué de l’office des anciens combattants, l’intendant Mamadou Sanfo, était obligé de jouer souvent au guide, tant les sollicitations étaient nombreuses. Dans le programme de payement, il était prévu 150 pensionnaires par jour. Pourtant l’affluence d’hier ne suivait pas le rythme prévu. Pire, ceux qui devraient toucher les jours suivants semblaient plus nombreux. Décision sera prise de permettre à ceux qui étaient là de toucher sans tenir compte de leur date de passage. L’essentiel étant que le nombre de 150 par jour ne soit pas dépassé.

Le vieux Tinbkéta Tiendrébéogo a 75 ans. Il a fait les guerres d’Indochine et d’Algérie. A pied, à l’aide de sa canne, il est parti à la maison du Combattant pour récupérer son laissez-passer. Mais ce n’est pas la joie chez lui : "Nous ne sommes pas satisfaits. Cela fait 40 ans qu’il n’y a pas eu un sou de plus sur notre pension. Nous nous attendions à plus que cela. D’ici, nous sommes allés au Niger. De ce pays, nous avons cheminé jusqu’en Algérie et en France... à pied ! Les Blancs n’ont pas autant souffert. Nous avons été esclaves et nous le demeurons aujourd’hui". Si beaucoup semblent dépités, il en est qui prennent la décision de décristallisation avec le détachement des personnes qui en ont vu de toutes les couleurs. Tel est le cas de cet ancien de la classe 46, originaire de Zoula dans le Sanguié, qui pense que tous les jours ne peuvent pas être les mêmes. Bien que ne sachant pas combien il allait prendre, il compte dépenser la somme en attendant sa mort. "A notre âge, l’argent ne sert pas à grand-chose. Peut-être à boire le dolo de temps en temps".
La culotte d’aujourd’hui vaut mieux...
Si nos précédents interlocuteurs n’avaient encore rien palpé, étant au moment où nous les avons abordés à la recherche du précieux bout de papier qui leur ouvrirait le sésame de la Trésorerie, d’autres par contre étaient déjà en possession de leur dû. Font partie de ceux-là, M. Bado Yama Jacques, 71 ans, résidant au secteur 9 à Ouaga, qui dit avoir touché la somme de 653 100 F CFA, et M. T. Salif, qui a enfoui 2 millions 600 mille F CFA dans la poche de son boubou. Son pactole en poche, le vieux Salif compte "arranger les maisons et nourrir ma famille". De la classe 53, il touchait une pension de 160 000 par trimestre. Le premier cité pense qu’il faut plutôt remercier Dieu et qu’il n’y a donc pas lieu de trop se plaindre. A écouter les responsables de la Trésorerie de France, tout baigne et la machine est parfaitement huilée. La fondée de pouvoir, Mme Tirouflet Serrier, nous dira en souriant : "Comme vous le constatez, nous ne sommes pas débordés". C’est le même son de cloche du côté du Directeur de la Trésorerie de France au Burkina : "Les anciens combattants n’attendent pas très longtemps. Ils sont à l’ombre, il y a des chaises. Seulement ça semble retarder au niveau de la maison du Combattant". La décision de revaloriser la pension des anciens combattants a été diversement appréciée. Si certains pensent qu’elle est la bienvenue, d’autres estiment qu’elle arrive un peu tard et que les sommes ne sont pas conséquentes. Il y en a qui pensent néanmoins que quelle que soit la décision, il faut savoir raison garder. Et de faire appel parfois à cette fatalité à l’africaine. Le délégué de l’office des anciens combattants du Burkina a son idée là- dessus : "C’est une situation qui est délicate. Aujourd’hui si vous dites à des personnes âgées de ne pas venir prendre 400 000 ou 500 000, ce n’est pas évident que vous serez entendu. Il faut plutôt venir en pensant au tribut de sang versé et ne pas voir seulement l’argent". Une scène qui s’est passée à la caisse de la Trésorerie de France nous a cependant ému : le caissier a tendu à un ancien combattant la somme de... 34 575 F. Ce dernier n’en revenait pas, lui qui entendait parler de millions à propos de ceux qui l’ont devancé : "Pour moi, ça ne vaut pas 1 million ?" , demandera-t-il, désabusé. Le caissier, désemparé et visiblement gêné devant l’insistance du pensionnaire, ne pouvait que répéter : "Désolé, mais c’est la somme". En sortant et après avoir proféré un juron, l’ancien combattant annonça dans un français approximatif : "Je ne va jamais comprendre ça ". Reconnaissons quand même que sa recette est plutôt maigrichonne, après des dizaines d’années de revendication pour la revalorisation d’une pension.
